The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are issued from different nations. Significant resources is devoted on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity enabled by timely intelligence. From observation points, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – modern combat jets provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense activated: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, probably supplied through Western nations. Every launch jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes grim resignation: possibly the approaching threat won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun opened up on a unmanned aircraft close by, part of a defensive team – most likely imported technology. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Intermittently, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are evidently unprepared to replace in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, certainly, persist.

Tactical Assessments

It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration works based on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unfeasible to compel Moscow to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does nothing to deter Moscow, through words or deeds, from thinking that the current condition will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a total frontline collapse until conditions improve in its favour.

Existing Situation

Factually, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: personal goals to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
